As demand for affordable housing continues to rise, Luther Towers and Luther Village remain steadfast in their commitment to serving the region’s most vulnerable residents.

Mission and Vision Statement

The central mission of Luther Towers and Luther Village is to create a safe, nurturing, and affordable home for seniors who need it most. Guided by a vision of inclusivity and respect, the communities seek to empower residents to live independently while fostering a sense of belonging and well-being. The leadership is dedicated to expanding access, maintaining affordability, and adapting services to meet evolving needs, ensuring every resident can age with dignity.

History and Development

Luther Towers was established in the late 1970s in response to a growing need for senior housing in Dover. Supported by local faith organizations and civic leaders, the first building opened its doors in 1980, offering 148 units for income-qualified seniors. Over the following decade, expansions added three more buildings, increasing the campus capacity to 291 units by 1998. The success of Luther Towers inspired the development of Luther Village in 2003, located just a few miles away. Luther Village’s initial phase included 68 units, with subsequent additions in 2006 and 2015 bringing the total to 146 units across three buildings. Both campuses were built with a combination of federal grants, local fundraising efforts, and partnerships with housing authorities. The original seed funding for Luther Towers came from Department of Housing and Urban Development (HUD) grants, supplemented by donations from local churches and businesses. Luther Village’s construction similarly relied on HUD support, as well as significant contributions from local philanthropists and city resources.

Income-Based Housing Commitment

Luther Towers and Luther Village are dedicated to serving seniors across a spectrum of income levels, with a particular focus on those who are extremely low, very low, or low-income according to HUD guidelines. In the past, rental subsidies were provided almost entirely through HUD Section 8 programs, ensuring affordability for those most in need. However, recent changes in federal policy have reduced the number of available subsidies, putting pressure on the campuses to seek alternative funding sources.

Currently, both communities use a mix of HUD project vouchers, and local nonprofit support to keep rents manageable for residents. The ongoing need for non-federal funding remains acute, as waiting lists grow and subsidies fail to keep pace with demand. Staff work tirelessly to secure grants, and advocate for policy changes to protect and expand affordable housing options.

Ancillary Services and Partnerships

Recognizing that housing is just one aspect of seniors’ well-being, Luther Towers and Luther Village offer a range of ancillary services. On-site social workers assist residents with healthcare navigation, transportation, and benefits enrollment. Regular wellness clinics, meal delivery, and recreational activities are provided in partnership with local agencies such as the Dover Council on Aging and Bayhealth Medical Center.

Both campuses maintain strong relationships with area service providers, including mental health counselors, physical therapists, and home care agencies. These partnerships ensure residents receive holistic support, helping them maintain independence and quality of life.

Development Fund

Development Fund: Focus on Luther Village IV

Our development fund is currently dedicated to the construction of Luther Village IV, a significant expansion project designed to address the growing needs of our community. This new building will be constructed in two distinct phases, ensuring a thoughtful approach to both capacity and amenities.

Phase One: Expanding Capacity and Community Spaces

The initial phase of the project will introduce 73 additional residential units. Alongside these new homes, essential common area amenities will be developed to foster and encourage community living among residents. These communal spaces are a vital component of our mission to create an inclusive and supportive environment for all.

Phase Two: Expanding the Vision

The second phase will add 24 more units, further increasing the availability of quality housing and bringing the total number of units on the Luther Village campus to 243. This phased approach enables us to expand thoughtfully and accommodate more individuals and families in need.

Commitment to Energy Efficiency and Accessibility

Throughout all stages of development, there is a strong emphasis on energy-efficient design and improved accessibility. These priorities ensure that the new facilities are sustainable, comfortable, and welcoming to all current and future residents.

Luther Towers Campus

The Luther Towers campus is currently fully developed, featuring four buildings with a total of 291 residential units. The primary focus for capital projects at this location centers on upgrading existing facilities and implementing energy efficiency improvements. These initiatives aim to ensure that the buildings remain modern, comfortable, and sustainable for all residents.

Luther Village Campus

Luther Village comprises three buildings, offering a total of 146 units. The campus spans 34 acres and is designed to accommodate future growth in alignment with the master plan, which envisions eight buildings and a central town center. The next phase of development, Luther Village IV, is presently in the construction design stage. This new four-story building will be constructed in two phases. The first phase will introduce 73 additional units along with essential common area amenities to encourage community living. The second phase will add 24 more units, bringing the total campus inventory to 243 units. All new development plans emphasize energy-efficient design and improved accessibility for residents.

Funding and Innovation

To support these expansion efforts, a multi-pronged funding strategy is being pursued. This includes seeking state housing grants, launching targeted fundraising campaigns, and advocating for increased federal support. Private funding remains particularly important in the current financial climate.

In addition to physical expansion, both campuses are evaluating innovative service models to better meet the evolving needs of residents. These initiatives include intergenerational programming and expanded healthcare partnerships, which are intended to enhance the quality of life and adapt to changing expectations within the community.

Current Challenges in Affordable Housing

The need for affordable housing in Delaware significantly outweighs the available resources. Over the past two years, the waiting list for our campuses has grown at an unprecedented rate, now surpassing 400 families. In contrast, the average annual turnover rate remains slightly above 40 units per year. This stark imbalance highlights both the increasing demand caused by an aging population and the persistent shortage of subsidized housing units.

Federal rental assistance programs are struggling to keep up with this demand, resulting in an urgent need to pursue alternative funding sources. In response, community leaders are proactively seeking new grants, forging public-private partnerships, and reaching out to donors to help bridge the funding gap. Although the obstacles are substantial, there is a strong and ongoing commitment to overcoming them and ensuring that more families have access to affordable housing.
