Residents must call the Security staff member, so that the issue can be documented in the maintenance daily log. All maintenance issues are classified as emergent (loss of electricity, air conditioner or heater malfunction, appliance failure, significant leak/overflow); urgent (toilet clogged), or routine (light bulb replacement). Emergent request responses occur between 1-3 hours; urgent requests within one business day; and routine requests within three business days.

Parking is available on a first-come, first-served basis. However, a limited number of spaces may be assigned upon approval of an accommodation request. If approved, you will either be allocated an available spot or placed on a waitlist.

Bulk trash areas are located at both campuses.

Applicants of Luther Towers/Luther Village must meet the following requirements to be eligible for occupancy and receive housing assistance:

  • The “head of household” is 62 years of age or older, or the applicant is under 62 handicapped.
  • Annual income is at or below U.S. Department of Housing and Urban Development (HUD) maximum program limits.
  • Applicants disclose social security numbers for all family members listed on the application.
  • All adults in each applicant family agree to sign a “Consent to the Release of Information” form prior to receiving assistance and annually thereafter.
  • The unit for which the family is applying will be the family’s only residence.
  • Applicants are either US citizens or eligible non-citizens.

The waiting list varies on the applicant’s income level, number of occupants and choice of building.

We accept applications; however we are limited to 12 disability equipped units which are often occupied. The waiting time is typically several years.

Applicants are listed by the date of application submission; the list ranking may be affected by annual income as set forth by US Housing and Urban Development (HUD) regulations.

Applications will receive a cursory review when first received. For applicants who meet the eligibility criteria, their application will be recorded, given a sequence number and a confirmation letter will be mailed.

Final screening is initiated when an applicant is within approximately three months of lease signing. The purpose of this final screening is to verify eligibility criteria and to determine whether the applicant remains interested. Please note that all applicants will be vetted for criminal convictions and financial responsibility.

One “common domestic household pet” 15 pounds or less such as a dog, cat, bird, rodent, fish, or turtle is allowed per household. Residents with a disability may request an accommodation (validated by a healthcare provider) for a service dog or emotional support animal. Regardless of whether the animal is a pet or a reasonable accommodation for a disability (as defined by Section 504 of the Rehabilitation Act and/or the Americans with Disability Act), residents must comply with the House Rules regarding care and control of the animal.

Owners of a cat or dog must pay a refundable pet deposit in the amount of $300.00 or one month’s rent whichever is less. Pet deposits are not required for those residents who have an approved reasonable accommodation for an emotional support or service dog.

The security deposit is equal to one month’s rent payable at lease signing.

  • The resident’s portion of the rent is not greater than 30% of the total gross income adjusted for allowable medical expenses, but not less than $25 per month for Luther Towers I and II. Utilities are included in the rent excluding cable, phone and internet.

  • Luther Village III rent is set at $895.00 month. Utilities are included in the rent excluding cable, phone and internet.

Security staff is assigned to each campus 24/7 to monitor entry and exit to and from buildings, respond to emergency situations, answer resident questions, check on resident welfare, and assist residents with arranging for in-house transportation to medical appointments.

Residents will be issued an entry card to access their apartment building and a key to access their apartment. Entry cards are not to be loaned to anyone under any circumstance unless approved by the Director of Social Services.

Each apartment is equipped with pull cords in both the bathroom and bedroom. When a cord is pulled, an alarm will sound, notifying both security staff and our monitoring company. Emergency services will be dispatched directly to the specific unit.

Residents may have visitors anytime. Visitors must be granted access by the resident and must also sign in to the facility. Residents are responsible for the conduct of their visitors.

Residents may have guests overnight, so long as the visitor signs in for each night. Any one guest may stay overnight no longer than 14 nights in a six month period.

Yes, Maintenance staff is on-site during normal work hours.

Yes. While washers and dryers are not permitted in the apartments, each building is equipped with washers and dryers for a cost well below the average for this area. In order to operate washers and dryers, residents will be issued smart cards. Value adder machines are located in each laundry room so that residents may load $$ on their respective cards. Replacement cost for lost cards is $5.

A few pharmacies in the area deliver to your door. Walgreen’s will send pre-paid prescriptions (non-controlled drugs only) to Luther Towers I front desk for Luther Towers’ residents which then must be picked up by the resident.

The preferred method is through electronic funds transfer (EFT) from a bank account. This method is the most reliable, it is convenient and it removes the burden of remembering each month to make a payment. Cash or checks are not accepted. Money orders may be accepted when circumstances dictate. Electronic funds transfers occur on the first business day after the 3rd of each month.

You must make proper payment within five business days. A failure to remedy the issue will result in a demand letter for payment, a documented lease violation, and may subject the resident to consideration for eviction proceedings in accordance with the Delaware Landlord-Tenant Act.
